I could swear they did this mode sometime in the past, but I can’t remember. What is definitely new is the addition of the 8-bit characters and the awesome YouTube Video!
So go to maps.google.com and click on the “Quest” square at the top right, and you get the warning message

I guess check out your hometown and look for 8-bit game characters hidden across the world. 
Shan-Ming Chiu just recommended going to 0,0 and going with a full zoom. There are two images there at max zoom and max zoom -1. Here’s the Max Zoom one.
